On 22 October 2013, H.E. the Deputy Prime Minister and Minister of Oil Mustafa Al-Shemali of the State of Kuwait announced that the Government of Kuwait had decided to send 3 (three) million USD in emergency aid to support people affected by the recent tropical storm Nari  in central Vietnam.

The announcement was made during his talk with H.E. Prime Minister Nguyen Tan Dung of Vietnam on the occasion of his visit to Vietnam. H.E. the Deputy Prime Minister also attended the groundbreaking ceremony of the Nghi Son Refinery and Petrochemical Complex in Thanh Hoa Province. Kuwait contributes 35.1% to investors’ capital and will be a long-term crude oil supplier to this refinery plant.
